We have a great system here in Poland called Battles of the XXI century. Hex and counters but it does allow you to simulate the modern battlefield with some fictional scenarios and some historical onea like Ossetia or Marioupol. A new game came out in the system called WOT (something like National Guard) and it focuses on small scale battles.
